- Store open Agent Skills SKILL.md bundles in DB: skill row (codegen model/store/admin CRUD) + resource files in agent_skill_file (bytea content, mime, text/binary kind, per-file size, composite unique skill_id+path)
- Bundle writes are atomic upserts keyed by (skill_id, path); file access gated by skill visibility; binary content stored but never inlined into LLM context
- System prompt injects metadata only; full content loads on demand: direct injection below threshold, skill_list/skill_read/skill_file_list/skill_file_read embedded tools (same source as REST list), /skill command activation
- Channel visibility (Channel bitmask) + user-facing REST API (owner semantics, description length validation, swagger annotations)
- Tests and plan included (requirements doc lives in gitignored docs/brainstorms)
