[PM-03] Create post-migration audit runner

Tracking issue for PM-03 in the Sprint 3 + Post-Migration Audit stream.

Scope:

• Implement Create post-migration audit runner
• Keep changes isolated to the task branch/worktree
• Validate against docs-v2 governance rules before PR

I am looking into this and plan to submit a PR shortly.

Plan:

1. Review the current migration tooling and required audit output.
2. Build a focused post-migration audit runner with maintainable validation logic.
3. Verify output shape and submit a clean implementation.

ETA: technical review first, then patch.

Validated on docs-v2 on March 11, 2026. Closing as implemented by tools/scripts/repo-audit-orchestrator.js, with stage definitions in ai-tools/ai-skills/catalog/execution-manifest.json and runnable entry points in tools/package.json audit:repo scripts.
