[PM-06] Replay governance landing from PR #807 #808
Description
Create a clean replacement for PR #807 by replaying only the unique governance changes onto a fresh docs-v2 branch, preserving the substantive script-governance improvements while dropping landing-branch noise and stale PR metadata.\n\nAcceptance criteria:\n- replay the unique governance/script-inventory changes from PR #807 onto a fresh codex branch\n- keep scope limited to required governance code, tests, indexes, and supporting metadata\n- regenerate only required generated artifacts\n- produce a replacement PR that supersedes #807 and uses current codex task contract + PR body generation\n- document any inherited base-branch CI failures separately from PR-specific failures\n\nContext:\n- original PR: #807\n- inherited base issue: #765 (OpenAPI reference validation failures)
