Add matcha-installer: a cross-platform Tauri installer for Matcha Client

Fetches the latest client release from GitHub, installs client.jar/manifest.json
(and optionally OptiFine) into the local Minecraft launcher, and can hand off to
the official launcher once done. Adds a CI workflow to build and publish it for
Windows/macOS/Linux on installer-vX.Y.Z releases, and rescopes the client's own
release workflow to client-vX.Y.Z tags so the two release streams don't collide.
