DC34 Badge Manager 0.1.1 beta 2 — faster transfers

Faster badge transfers for both Android and the web workbench.

• Changes serial typing from 80 ms to the badge-tested 30 ms per character.
• Keeps the one-second command settle, exact echo checks, CRC chunks, overflow aborts, and all 20 ms LED animation timings unchanged.
• Cuts a 2,048-byte image upload from about 4:55 to 2:11.
• Cuts a maximum BIO upload from about 9:10 to 4:07.
• Cuts a startup-scene save from about 7:25 to 3:21.
• Adds regression tests for the 30 ms inter-byte gap and no trailing delay.
• Verified on Android 14; package version code is 3.

The APK uses the same test certificate as the earlier betas and supports an in-place update.
