DC34 Badge Manager 0.1.1 beta 3 — smoother UI

Beta 3 makes the website and Android workbench motion smoother and more predictable. Selected tabs no longer move neighboring controls, Light Lab preview rendering is capped at 30 FPS, reduced-motion settings stop continuous previews, keyboard focus matches hover feedback, and browser Back/Forward no longer double-jumps. The GameChangers landing badge now has a subtle lightweight drift. Serial pacing remains the badge-tested 30 ms, with the 1-second command settle and 20 ms LED timing unchanged.
