Local Falcon MCP 1.4.16

Fix geo-grid reports that are still processing: show a normal pending state, preserve report identity, and check the same report with bounded polling. Resource fetch failures now receive bounded retries and friendly recovery messages without submitting another scan. Completed geo-grid rendering is preserved. Includes a versioned widget resource URI and synchronized 1.4.16 package metadata.
