v0.2.0

This release renames the hook upgrade-deps-if-changed to check-pinned-deps-for-needed-change to better reflect its function. It also makes setting the unsafe packages in the pip-tools settings in pyproject.toml optional and uses the defaults from pip-tools when there is nothing set.
