Re-installing the always-on service no longer races the async launchctl bootout (which could leave it down); install now confirms the job stuck and retries. Bump version to 0.10.4.

Bumps the version across
pyproject.toml,mureo/__init__.py, and.claude-plugin/plugin.json, plus the CHANGELOG.Included since 0.10.3
mureo service install(launchd) is now reliable across the asynclaunchctl bootoutrace. Re-installing the always-on service (to pick up the feat(configure): auto-restart the always-on service after a self-upgrade #257 auto-restart marker) no longer leaves it down needing a second run — install confirms the job actually loaded vialaunchctl printand retries, returns hard errors immediately, and reports failure rather than a false "ok" if it never sticks.Test plan
