Codex open-issue index — 2026-08-09 snapshot v1.1

v1.1 keeps the same frozen 11,813-issue snapshot and adds maintainer-friendly sorting fields (created/updated timestamps, days since update, comments, reactions, labels, surface cohort, symptom class), DATA_DICTIONARY.md, SNAPSHOT.json, PROVENANCE.md, and an explicit license note for original generated metadata/documentation. The indexing/grouping remains the primary contribution; cleanup recommendations remain optional. Includes a full ZIP and compressed ISSUE_INDEX.csv download.
