2. There was installed osgeo

apt-get install libgdal-dev
3. For editing was downloaded http://www.qgis.org/ru/site/ 
sudo apt-get install qgis python-qgis
4. The was added, removed shape, generated new shapefiles
5. There was generated geoJson 
ogr2ogr -f GeoJSON output.json input.shp
6. There was installed topojson
npm install -g topojson
7. There was generated topojson
topojson -o current_rus1_topo_mercator.json -p NAME_1,HASC_1,ISO_2 -s 1e-7 -- name=current_russia_mercator.shp

На карте отмечены изменения численности населения за несколько лет. Карта изменяет свой размер при изменении разрешения экрана и доступа для просмотра при помощи зума и различных фильтров по округам и режимам отображения. Файлы для собственных правок в среде qgis расположены в архиве shapefiles/all_shapefields.tar.gz
