Features

• --next-version prints the next semver tag from the commits since the last release: breaking change → major, any feat → minor, anything else → patch (while the major is 0, breaking bumps minor). No previous tag gives v0.1.0. relnote never creates the tag.
• --path DIR (repeatable) keeps only commits that touch DIR, for per-package notes in a monorepo.
• --tag-prefix PREFIX (e.g. api/v, web@) makes the default range start at the newest matching tag and keeps the prefix on --next-version.
• GitHub Action: new path and tag-prefix inputs and a next-version output.

Fixes

• If --until (default HEAD) is itself tagged, the default range now starts at the previous tag, so running relnote right after git tag or in a tag-push workflow gives that release's notes instead of "no commits".
