First release of pi-clm in this repository. Contents: the CLM editing policy on the live-context engine (the next request's context is mirrored to a file the model edits with ordinary tools), token budget and reminders, overflow guard, estimator calibration, steering documents, the /clm panel (overview, input, edits with side-by-side diffs, and settings pages; /clm status and /clm config), and /clm-compact (the model compacts its own context with a fixed, configurable prompt).
