CI encoder mirror (not a build of XPCog)
Build-time test dependencies, mirrored. This is not a release of XPCog — it
ships no player, and nothing here is linked into one. It is marked as a
pre-release so it does not claim the repository's "Latest release" badge.
Why
The Windows CI job installs six encoders so that the codec conformance tests
have something to generate fixtures with. Four come from GitHub releases and
reach the runners reliably. Two came from rarewares.org, and on 2026-08-24
that host stopped being reachable from GitHub's Azure-hosted Windows runners —
eight download attempts across two runs, all refused, while the same URLs served
a developer machine in under two seconds at HTTP 200.
So the host is up and the files are there; what fails is the route. Retrying
cannot fix that and waiting will not either, which is what makes mirroring the
answer rather than a workaround. docs/PORTING.md predicted this under "Known
gaps", naming RareWares as the un-versioned host among the six.

Upstream: https://www.rarewares.org/mp3-lame-bundle.php and
https://www.rarewares.org/ogg-oggenc.php. LAME is LGPL-2.1; oggenc is part of
vorbis-tools, BSD-licensed. Both are freely redistributable, and neither is
distributed with XPCog — they exist only to produce test fixtures on a CI
runner.
