the ISA atomics test is already in the main test CMakeLists.txt, and we now have DRAM loading for all other tests so this isn't required. The test ROM for this has also been deleted before. Signed-off-by: Alice Ziuziakowska <a.ziuziakowska@lowrisc.org>

These tests haven't been included in the list of tests since 27266cb#diff-368b7459df8d75fc2c5e962e2b2a311a1bdd4a8a0a7014c522a469984205f656R26, and have been superseded by running all tests in DRAM now.
