[rtl,clkmgr] Fix missing regwen in jitter_enable

Description

The jitter_regwen CSR is meant to apply to jitter_enable CSR.
This was accidentally missed.
Enhance testing of this feature at top and unit level.
Add support for this feature in clkmgr difs.
