v0.2.0 Alpha 2 - extended timer functionality

Improved on the existing timer functionality to include syntax checks as well as reducing the amount of times the database is accessed. Timers are now stored in a variable in memory whenever they are created or fetched on startup so that the database is not being accessed unnecessarily and the server is only calling setInterval when needed.
