Fix release workflow: vpk upload/download need an explicit --token

Public repo or not, uploading release assets is a write operation and
needs auth - the "only private repos need --token" note in Velopack's
docs was misleading. First run failed with ArgumentNullException on
the missing token before creating anything, so no cleanup was needed.
