RyzenAdj packaging update.

Highlights:

bundled Linux ryzenadj binary included in plugin zip
source selection: auto, system, bundled, downloaded
auto mode prefers already installed system ryzenadj first

Decky UI shows active RyzenAdj source and resolved path

The release zip contains the Decky plugin plus bundled ryzenadj fallback binary.
