Fixes

  • 修复 Windows / macOS 安装包无法启动（控制台服务退出码 1、浏览器 ERR_CONNECTION_REFUSED）
  • 原因：打包环境缺少 tzdata，ZoneInfo(Asia/Shanghai) 在启动时崩溃；已改为固定 UTC+8

Packaging policy (unchanged)

  • 发行版不内置活动库 / state 种子；新安装需自行「更新此源」
