Manual Installation:

The lw_cookie_known_cookies filter: plugins register the cookies they set (name, provider, purpose, duration, category, type). Registered cookies appear in the cookie declaration and the scanner (marked "Registered by a plugin"), and are guarded by their category. A cookie registered as necessary is never blocked, even if a manual entry in Declared cookies puts it in another category; manual entries otherwise keep priority. Registered cookies are also listed under registered_cookies in the Site Manager get-options ability (#17).

The cookie guard no longer blocks every cookie whose name starts with "fr". Only Facebook's fr cookie itself is blocked without marketing consent.
_gads (Google AdSense) is now treated as a marketing cookie instead of analytics.
