PRISM 0.6.2 — Provider release boundary and IJHE diagnostics

PRISM 0.6.2 is a research alpha release for auditable outdoor LH2 risk integration.

Included:

• EquipmentManifest and explicit telemetry release_resolver boundary for generic LH2 equipment digital twins.
• Resolved gas/liquid release contracts with strict termination, inventory and provider evidence checks.
• Major accident scope matrix, frequency uncertainty reporting and end-to-end source-to-consequence diagnostics.
• Provider evidence audit: 556 JSON files scanned, 24 normal/screening flow files, 0 accidental release packets promoted; fail-closed facility QRA gate.

Validation: 263 portable tests passed; package build and strict twine metadata check passed.

Scope limits: complete facility QRA, field frequency calibration, independent full-chain physical validation, indoor scenarios, detonation, full domino effects and 1 Hz fresh-physics performance remain incomplete or unverified. External physics providers and raw field data are not bundled.
