PRISM 0.6.7 adds a reproducible public backend runtime preflight.

  • Automatically pins the project-owned prism_qra source tree.
  • Requires external provider roots to be supplied explicitly with source digests.
  • Detects stale legacy backend pins before a facility campaign.
  • Adds runtime preflight documentation and regression tests.

Validation: 1590 tests passed; GitHub CI succeeded.
