Overview
Updates the Android root buildscript so ext.kotlin_version (and thus kotlin-gradle-plugin) moves from 2.1.0 to 2.4.10. No other Gradle plugins, SDK versions, or source changes are in this diff.

This is a toolchain-only bump for the React Native Android library module that already applies kotlin-android and compiles Kotlin (e.g. under src/main/java). Reviewers should rely on CI/Android builds to catch any compiler or ktlint interaction regressions from the 2.1 → 2.4 line.
