Add JSONPath: RFC 9535 and Jayway JSONPath in pure Swift

Extracted from mackoj/swift-arazzo.

- RFC 9535 dialect passing all 715 cases of the JSONPath Compliance
  Test Suite; Jayway dialect passing Sextant's ported test suite
- Order-preserving JSONValue with an RFC 8259 parser, pretty printer
  and Codable bridge (JSONValueDecoder / JSONValueEncoder)
- Normalized paths, JSON Pointer, replace/remove/map/set mutations
- No Foundation; Linux links only the standard library and libm
- CI for Linux (Swift 6.0-6.2) and macOS
