Fixes a black-video freeze after reconnecting (viewer would show audio and touch control working but no picture) by forcing the video decoder to refresh when the app returns to the foreground.

Also adds automatic recovery when the peer connection's ICE state drops to disconnected or failed — the host now renegotiates automatically instead of leaving the session stuck.
