Duplicates the environment variable passthrough list to the new variable for Bitbake 1.53 (OE-Core kirkstone) and later.

Retains the old environment variable name setting for compatibility with older branches; the autobuilder build step factory is responsible
for deleting the old variable before running a build that will exit with error on detection of the old name.
