Description
Extension of related issue #6698
Note that not all of these will need to be changed - some may be intentional due to the difficulty of knowing when a card might be legal to cast; it's better to allow more freedom than less.

Castle Garenbrig - thinks it can be used to cast non-creature spells, like Caged Sun

Eldrazi Temple - thinks it can add {2} for any spell, not just eldrazi

Kentaro, the Smiling Cat - Samurai think they can all be cast with Kentaro in play, even if you have no mana available

Rosheen Meanderer - gets considered for whether spells can be cast even when they don't have X in their cost

Sanctum Prelate - cards locked out by Sanctum Prelate still think they're castable

Sunglasses of Urza - cards seem to think this allows for rainbow mana instead of just red mana

Rhystic Cave - is being treated as a mana source, which it kind of isn't since you can only activate it at instant speed; it should be closer to how we handle Arbor Elf (i.e. don't count it for calculations)

Sivvi's Valor - thinks it can be cast for free, even if you don't have a plains

Willbender - thinks it can be cast at all times - including during my opponent's turn with no mana sources available. (It will only let you put it on the stack at sorcery speed, though it still doesn't check for any available mana sources when doing so)
