system_smtp_disable configuration is saved in config.php and not in env.php

Summary (*)

The value for system_smtp_disable is saved in the config.php and not in the env.php. That means I can either disable email communication for all our systems or none.
I'd like to disable the email communications for our automated testing system as we don't want it to send any emails. I cannot do this as system_smtp_disable is saved in the config.php.

Proposed solution

Move system_smtp_disable to env.php.

Hi @ihor-sviziev, here they are:

1. Install magento 2.4.3
2. run bin/magento app:config:dump
3. Open app/etc/config.php
4. Search for 'smtp'
5. Find the following:

If you search for 'smtp' in app/etc/env.php you'll only find port and host.
So whether smtp is disabled is in located in the shared configuration file and can therefore not be set individually per server, which we want to do.

So the setting(s) should be marked as system-specific.

And maybe also those *return_path* settings as well?

And setting return_path settings as system-specific also sounds reasonable.
