Missing validation messages (mage-error) on register form

Preconditions and environment

Magento 2.4.8
Fresh instance e.g. with Luma theme.

Steps to reproduce

1. Go to the "/customer/account/create" page
2. Submit form
3. Fields are empty or incorrect - they are marked but there is no validation message (e.g. "This is a required field.")

Expected result

Messages should always be displayed - as in earlier versions.

Actual result

Currently, this works randomly.
If validation initializes successfully, the messages will be displayed (but this happens rarely).

Thanks for your reporting and collaboration.

We have tried to reproduce the issue in Latest 2.4-develop instance and we are able to reproduce the issue.Kindly refer the screenshots.

validation messages are no longer displayed.Hence Confirming the issue.
