Universal Site Announcements 0.6.2 — M6.1: Fixed-row visual styling

• Optional per-fixed-row background, text, link, and border/separator colours for fixed-slot announcements.
• Styling is scoped strictly to fixed announcement rows — rotating notices are unaffected and gain no new controls.
• Absent settings preserve the existing host Store Notice styling exactly as before (zero visual change when unconfigured).
• No changes to AI Multilingual translation, the WooCommerce Store Notice host element, or CPT privacy behaviour; no schema migration.
