Upstream moved bank2ynab.conf to bank2ynab/data/ subdirectory on develop.
The old URL returned 404, silently overwriting the bundled configs with
an empty JSON at Docker build time — causing no bank pattern to match
and all uploads to fall through to the YNAB fallback parser.

- Update CONFIG_URL to develop/bank2ynab/data/bank2ynab.conf
- Fail build loudly on non-2xx responses and when < 50 banks are parsed
- Auto-detect delimiter + relax_quotes in parseYnabCSV fallback as a
  safety net for semicolon-delimited CSVs that don't match any pattern
- Bump version to 1.1.3
