Summary
Please add a way to mark a work item template as the default template for a project, and ideally per work item type.
Plane already has Work Item Templates, and the docs describe manually selecting a template when creating a new work item. The missing workflow is defaulting: for example, a project admin should be able to say "Bug uses the Bug Report template by default" or "this project uses this default work item template unless the user chooses another one."

This request is narrower than those: it is about default template selection and predictable template application.
Expected behavior:
- Project admins can mark one work item template as default for a project.
- If work item types are enabled, admins can optionally set a different default template per work item type.
- Creating a work item from the full modal, quick-add, or API can receive the default template values unless an explicit template is provided.
- Users can still override or clear the default template before saving, if their permissions allow it.
- The applied template should prefill title/description/properties/labels/assignees/priority/modules/sub-work items consistently with manual template use.
- The chosen default should be visible in project/template settings so teams understand why fields are pre-populated.
Why should this be worked on?
For teams that use Plane as an operational work tracker, manually selecting the same template for every bug, support request, incident, or feature spec is easy to forget. Once a user forgets, required reproduction steps, environment fields, severity, labels, or default subtasks may be missing.
A default template lets admins encode the expected structure once and keeps work item creation consistent across humans, APIs, intake, and automation/bot-created work items. It also makes templates more useful for enterprise workflows where consistency matters more than one-off convenience.
