Upgrade notes

• No revision is rolled on upgrade: existing DecisionModels keep their recorded runtime and revision.
• The Helm chart now refuses to render replicaCount > 1 with leaderElection: false (that setup ran several active managers). Set leaderElection: true (the default) or replicaCount: 1.
• Inside the post-promotion stabilization window a lost store or a slow model load no longer rolls a healthy new stable back; the grace ends at promotion plus the Starting timeout.
