EDM-452: Ensure plain version tags for releases

Helm charts and containers were not being released as x.y.z for tags
but instead the release was something like x.y.z-0-${commit-id}

Also, on tags containers for "latest" were also being released.

This change copies the behavior in fligthctl-ui, and depending
on the source of the reference will consume the github.ref_name
(vx.y.z) or get it from git and generate the latest / latest-$sha
