Handle motionless in a unified way across slider, state and similar edges

mapillary-js version: 1.7.2

Steps to Reproduce Behavior

1. Get a time travel edge for a node with original GPS distance of more than the amount specified for motionless transitions in state (about 25 meters).
2. Show slider

Expected Behavior

Slider UI element is visible

Actual Behavior

Slider UI element is hidden

Additional info

The logic/thresholds of the motionless behavior needs to be unified and accessible from edge calculator, components as well as state for this to be resolved.

Another option is to remove the motionless behavior completely, leading to an increasing amoutn of potentially strange transitions.
