v0.3.0: briefs that show their work, and areas you define yourself

Three features, one theme: traceability.

Cited situation briefs: every claim in the AI-generated brief carries an inline [n] citation into a numbered sources list built from the same events the brief summarizes. The response says honestly whether the model actually cited (cited: true/false); the structured fallback cites mechanically. Now reachable as a first-class MCP tool, intel_situation_brief (#15, #18).

intel_daily_digest: a cited markdown morning brief composing top events by domain, plus trends and a 24-hour timeline when the optional vector store is installed, with honest data_gaps when it is not (#15).

User-defined geofences (AOIs): intel_aoi_define / list / delete / brief / escalation. Define an area once (name, lat, lon, radius), then get a cited brief of everything inside the fence: earthquakes, military flights, conflict events, wildfires, aviation, nearby strategic infrastructure with distances, news mentions, and escalation scoring on your own area instead of only the 22 built-in hotspots (#16).

Also fixed en route: GDELT failures no longer masquerade as zero news (#17, same honesty class as 0.2.0's ACLED fix, caught live when GDELT rate-limited us), and the brief generator's earthquake magnitude had been silently zero forever due to a key mismatch, found while wiring citations.
