Cold-pool bootstrapping fix

Delegation decisions are no longer gated on pool status. The agent now decides whether to delegate based on the work itself, then tries dispatch first with Agent fallback if the pool is cold.

Previously, if the pool was empty (at session start or after idle timeout), the agent might skip delegation entirely — keeping work in the root session and preventing the self-warming chain from starting. Now the flow is:

1. Decide to delegate (based on the work, not pool status)
2. Try cworkers dispatch — if a worker is idle, it handles it instantly
3. If NO_WORKERS, spawn a regular Agent — it seeds the pool before doing its work

This ensures the pool always bootstraps on first delegation, regardless of current state.
