Highlights

This release tightens the conservative-egress posture, prunes a stale query
path, and fixes two long-standing daemon-lifecycle bugs.

Changed

• 🎯T63 — Cost reconciliation is opt-in. Anthropic Admin API calls now
  require both cost_reconciliation.enabled: true in ~/.mnemo/config.json
  and ANTHROPIC_ADMIN_API_KEY in the daemon's environment. Key presence
  alone no longer triggers outbound calls. Estimated-cost reporting from
  transcript tokens stays on by default and requires zero external calls.
• 🎯T59 — Compactor driven by session activity, not connections. Open MCP
  connections no longer keep sessions alive in the compactor's view; idleness
  is judged from session activity instead, so background work converges
  promptly even when long-lived clients stay connected.
• sqldeep bumped v0.19.0 → v0.22.0. Picks up the deepparser AST pipeline
  (sqldeep 🎯T5), which fixes the CTE rejection that originally blocked
  🎯T56 — WITH … AS (…) SELECT … now round-trips cleanly in
  mnemo_query.

Added

• 🎯T53 — Trees-of-interest references for parent-child overlap. Cross-tree
  references resolve correctly when parent and child trees overlap.

Fixed

• 🎯T60 — Stale daemon_connections rows swept. Sessions whose owning
  daemon vanishes are now reaped instead of accumulating forever.
• 🎯T56 — sqldeep dispatch removed from Store.Query. Eliminates a stale
  dispatch path that pre-dated the deepparser pipeline.

Internal

• RFC: vault library wing redesign (v2 vault_path). Planning artifact
  for the upcoming 🎯T64 vault overhaul; no runtime change yet.
• bullseye.yaml reconciliation. Folded T64.* sub-targets into the
  canonical bullseye.yaml; quoted three acceptance lines so the bullseye
  parser accepts them (PR #98 + #99).
