Fix: Handle GitHub API error responses in skill update check
- check_skill_updates() in setup.sh had same bug as add-skill-helper.sh
- GitHub API returns object (not array) on rate limit or error
- Now checks response type before indexing, eliminating:
```
jq: error (at <stdin>:4): Cannot index object with number
```
