Bug Fixes

• Fix false-positive claim detection in auto-pickup (PR #1979, t1263): The supervisor's auto-pickup was incorrectly skipping tasks whose description text contained words like worker_never_started:no_sentinel — matching the naive started: regex even though no actual claim existed. Tightened regex to require ISO timestamp after started: and username after assignee:. Also added verified to the silent-skip list so completed tasks don't generate log noise. This fix unblocks queues that stalled when tasks with certain description patterns were permanently skipped.

• Updated t1263 scope to AI-driven TODO/DB reconciliation
• Unclaimed 15 stale auto-dispatch tasks for supervisor re-pickup
