• Removed state-diff gate from pulse wrapper — it violated crash-resilience by assuming the previous pulse succeeded, creating a deadlock when a pulse crashed without acting (PR #2481)

• Added crash-resilience principle to build.txt — every process must recover from cold start by reading current state, not assuming previous steps completed
