Bug Fix

• Fix pulse suggestion filter false positive: Narrowed the jq regex from test("suggestion|```suggestion") to test("```suggestion") so it only matches actual GitHub suggestion code blocks, not the word "suggestion" in bot prose comments. Prevents false positive dispatches of fix workers when bots mention "suggestion" in commentary without posting actionable code suggestions.
