fix: stop auto-closing issues from main-commit check false positives (GH#17642)

The dispatch guard and conflicting-PR merge pass no longer auto-close linked issues. The commit search has too many false positives — #17642 and #17643 were falsely closed 5+ times each despite no work being merged. Now: skip dispatch (harmless, next cycle retries) but leave the issue open. Only the verified merge-pass (checks for actually-merged PR with Closes #NNN) closes issues.
