fix: escalate tier before stuck label (t1927, PR #17787) — dispatch_count_exceeded() now escalates to tier:reasoning before labeling stuck. Previously, issues at tier:standard got permanently blocked after 8 dispatches without ever trying a reasoning model.
fix: squash-merge regex false positive (t1927, PR #17787) — escaped parens in _is_task_committed_to_main pattern. Unescaped (#NNN) with -E regex matched bare #NNN in commit bodies (evidence tables, PR descriptions), false-positive blocking dispatch for issues merely referenced in other PRs.
