What's Changed

  • feat: Add _gh_idempotent_comment() race-safe primitive for gate comments in pulse-wrapper.sh (PR #17947, resolves #17945)
    • Fixes duplicate gate comments caused by concurrent pulse instances racing on label-only TOCTOU guards
    • Migrated consolidation, simplification, and terminal blocker gates to use the new shared function
    • Fails closed on API errors — never posts when it cannot confirm absence
