Fixed

  • claim-task-id.sh: Refuse to create GitHub issues with stub/placeholder bodies when no --description is provided and no brief file exists. Task ID is still secured; issue creation is deferred until content is available.
  • pulse-wrapper.sh: Detect the current stub marker text (no description provided — enrich before dispatch) in addition to the legacy stub, preventing dispatch of undescribed issues to workers.

Resolves #17955
