  • issue-sync enrich: reconcile tag-derived labels — When tags are removed from a TODO.md task line, cmd_enrich() now removes the corresponding GitHub issue labels. Previously, enrich was add-only, causing label drift. Adds _is_protected_label(), _is_tag_derived_label(), and _reconcile_labels() helpers. Protected namespaces (status:*, origin:*, tier:*, source:*) and system labels are never removed. Reconciliation is gated on successful label-add to prevent destructive removal after transient failures. Closes #17402.
