• _complexity_llm_sweep_due in pulse-wrapper.sh missing zero-debt guard; when debt is zero, 0 < 0 = false falls through to "sweep due" triggering false-positive stall issues (GH#17422)

Details

Same false-positive pattern as GH#17396: the fix applied to complexity-scan-helper.sh sweep-check was not propagated to the parallel _complexity_llm_sweep_due function in pulse-wrapper.sh. Added early-exit guard when current_count == 0.
