    • dispatch_deterministic_fill_floor: 202 → 83 lines; new helpers _dff_compute_capacity, _dff_run_prepasses, _dff_should_skip_candidate, _dff_process_candidate, _dff_record_launch_failure, _dff_maybe_engage_throttle
    • _run_preflight_stages: 134 → 17 lines; new helpers _preflight_cleanup_and_ledger, _preflight_capacity_and_labels, _preflight_early_dispatch, _preflight_daily_scans, _preflight_ownership_reconcile, _preflight_prefetch_and_scope
    • Byte-for-byte behavior preservation; module-level _DFF_* globals handle round-state under bash 3.2 (no namerefs)
